There are a great many missing in New York City and ABC's George Stephanopoulos is downtown where he has been all day. Here's his report on the day and the search for the missing. George:

GEORGE STEPHANOPOULOS reporting:

That's right, Peter. I've been walking. Now, you've talked about people walking aimlessly through lower Manhattan today. It's really a separate city of 285,000 people, and I would say it's divided into three zones. You're only allowed below 14th Street if you can show you live there, or you have a legitimate work reason to be there. And the area above Houston Street is like a pedestrian mall. There are a lot of inconveniences. You can't buy newspapers. Some of the stores are closed. But the parks are filled, people are walking around, and it's basically working at some level. Then, of course, you come to the right side of ground zero, which is just a rescue--search and rescue operation. The Lower East Side is kind of interesting, and I hope we can pick up the video here. I was carrying this little camera. It's an area now near city hall that looks like it's been hit by a neutron bomb. All the buildings are intact, but the place is abandoned…….

DOES AMERICA'S CAPITALIST SYSTEM MAKE WAR WITH RUSSIA INEVITABLE?

The American Ruling Class' international power is founded on the petrodollar. All of the petroleum producing countries in the world are more or less controlled by the United States. Russia is outside of this control. Russia controls the most of the asian continent. Undoubtedly their petroleum reserves must be well underestimated. Their oil resources are a threat to the petrodollar. America's covert war inside the Russian Federation in the Caucasus Region makes sense. The more Balkanized Russia is the more secure American power is in the world. The American Ruling Class refuses to develop alternatives to oil such as nuclear energy. In fact they have painted themselves into a corner, by having demonized nuclear technology. The ARC, if it wants to keep its power, has no choice but to pursue destabilization of Russia, further isolate it, and keep its oil off the market. 

TARGETING OF DIA AND NAVAL COMMAND CENTER SHOW IT WAS NOT BIN LADEN

Can you believe someone who flunked out of flight school did this? 

The targeting of the Defense Intelligence Agency (DIA) and the Navy Operations Center (NOC) shows that the 911 attacks were not an "inside job" nor were they authored by Bin Laden. This was not an inside job because the military would not have targeted their own command centers. This is not like sinking the Maine in Havana Harbor. This akin to the people who supposedly conspired to sink the Maine attacking themselves. And there is a big difference between sinking a ship in a foreign harbor and attacking your own headquarters. They could have just as easily sank an aircraft carrier in foreign waters to generate a cause for war. These offices were just recently renovated as well. What would be the motivation for them to attack themselves? These offices were deliberately targeted and the fact that they got past the Pentagon's defenses not only is an embarrassment for the American Military, it shows a great level of sophistication on the part of the attackers. Only a nation state could have pulled it off. 

The targeting of the Navy Operations Center and the DIA shows that this was not Bin Laden. He allegedly was responsible for a couple of car bombings and the bombing the U.S.S. Cole. In the period of a year he supposedly makes a great leap forward in capabilities to that of a Super Power. In fact former National Security Council members have said that the United States would have had a hard time pulling off 911. The 911 Commission never explained how Bin Laden expanded his capabilities to the extent demonstrated on 911. 

These attacks show that a nation state was the author of the 911 attacks. That nation was Russia. They are the only country with the capability and motive to have attacked on 911. Russia had an axe to grind with both the DIA and the United States Navy. The DIA is basically the direct action arm of the CIA.The DIA organized the terrorist war inside the borders of Russia. They organized the bombing of Moscow apartment buildings, killing Russian civilians while they slept. They organized the assassination attempts on Putin. They aided the Chechens who were the proxies performing these actions. The Navy on the other hand was responsible for sinking the Kursk. They then used the Kursk tragedy to embarrass Putin making him look powerless to the Russian people. The attack on the DIA and NOC was Russia killing two birds with one stone. 

THE 911 COMMISSION REPORT

The 911 Commission Report among other things was a tool for the American Ruling Class to distance themselves from their secret war in Chechnya.

Well, one thing that's gone wrong, Peter, I think, is that for some years now we have adopted a theory that terrorism first was likely just to be sort of a pick-up team, these loose associations of terrorists inspired, say, by the blind sheik in New York. This was the thought on the two bombings, one attempted, one real in New York back in the early '90's. And then the Clinton administration veered off into saying everything looked like it might be Osama bin Laden. It's important that we realize there is a real possibility, when you have something this devastating and well-coordinated, that THERE COULD BE STATE ACTION OF SOME SORT BEHIND IT.

"Mr. SICK: Suicide pilots, but pilots who were qualified to fly a major airplane, and I personally watched the second plane go into the trade towers and there was no flinching and no swerving; he flew right straight into it. And it was clear that no American pilot--no commercial pilot would ever have done that.

And you stop and think about the amount of time--back it up--how much time was--would have been required and the money and the organization. Let's put it this way: What if you're the president in the Cold War days, and you tell the CIA that you'd like to create a little operation in Russia, which would basically hijack four airplanes, and within a period of an hour, crash them into major sites in the Soviet Union, and you had to organize that. It would have stretched our capabilities absolutely to the limit. And yet that's what happened here today.

Mike Ackerman, head of a Miami-based security firm and a retired CIA agent:
"This is several orders of magnitude beyond anything that we've seen before. The only small comfort we can take is that it's not nuclear, not biological, not chemical weapons," Ackerman added.

"I'm sitting here in shock, and I've been dealing with this for 30 years. It stretches the imagination that even Osama bin Laden, a renegade Saudi millionaire blamed for other terrorist actions,
could do this. It begs the question of state sponsorship."

relations and Middle East studies at the University of Miami:
To penetrate airport security, for example, the terrorists probably relied on "sleepers," operatives sent to America two or

three years ago to get jobs as airport employees.

Secretary of State Warren Christopher:

"I think it may well be state-supported terrorism in some way. The pattern here is for the terrorist to do their plotting in one country, carry out their act in a second country and then flee to a third country. And what I hope for in this situation, that we will not do what we did in the Khobar Towers bombing in Saudi Arabia, and that is just focus on the immediate perpetrators -- that we go deeper, drill down and find out who actually was behind this."

Sen. EDWARDS

Sen. EDWARDS: I think when--whenever we see the kind of attack we saw on the United States to--today, certainly if it were state sponsored it would be war. And I think we should treat it as an act of war.

Senator McCain:

But I--I'm--to be honest with you, Dan, I never thought that a--an operation of this sophistication and size would take place. I d--I just never did. But I don't think there's any doubt that there are countries--Iraq, Iran, Libya, North Korea and others--who we know engage in proliferation of--of capabilities and, from time to time, involve themselves in state-sponsored terrorism. But never did we imagine on a scale such as this.

R.P. Eddy former National Security Council Member:

I would bet dollars to doughnuts that we're going to find that whoever did do this did have state sponsorship of one degree or another.

Judith Miller Terrorism Expert: Well, I think we used to think that only a state could do something like what we saw today.

Tom Oliphant

Tom Oliphant: So it is not clear how much the people will be told today, but there is no question in my mind that particularly on this trigger of any state sponsorship, that no more tolerance probably means thinking about military responses against countries.

Mr. JOHN PARACHINI (Monterey Institute)

John Parachini is with us. He's the executive director of the Washington office of the Monterey Institute. He's writing a book about Osama bin Laden. He is the author of a report on the first World Trade Center bombing in 1993.

Mr. Parachini, first of all, what do you think about the notion that this act was so sophisticated that it might actually have been state sponsored?

Mr. JOHN PARACHINI (Monterey Institute): I think it's a good point, and it's worth thinking about.

TERRORIST EXPERT Dr. Eliot Cohen:

I would also fall back on the issue of state sponsorship. These groups simply cannot function unless they have places that they can go where they will be sheltered by the institutions of the state. In the past, Syria and Iran have been two of the leading offenders; of, course, Iraq as well. Without some kind of state protection, it's very, very hard for these organizations to ...(unintelligible). So it's going to be a question of going both after the organizations but also going really hard after the states. We've been rather unwilling in recent years to talk about countries as sponsors of state terrorism or facilitators. But that's what a number of them are and we're going to need to turn the spotlight on them. Again, I'd stress there's a difference between crime and war, and this is war.

Jurgen Storbeck, the director of Europol:
He cautioned against jumping to conclusions before the mass of evidence had been properly sifted. In an interview with The Telegraph, he said: "Bin Laden is not the automatic leader of every terrorist act carried out in the name of Islam. "It's possible that he was informed about the operation; it's even possible that he influenced it; but he's probably not the man who steered every action or controlled the detailed plan.
"As for the idea that, sitting in Afghanistan, he could have controlled the last phase of the operation is something we
should not accept without a lot of doubt." He added: "If one wants to avoid error, one must ensure that the investigation has a wide scope." This suggests that the German authorities are highly skeptical about bin Laden's role and may have uncovered evidence
pointing in a different direction. He refused to speculate on which groups might be responsible, saying "There are a lot of people with the same philosophy who may have been to bin Laden's training camps, but are not necessarily under his orders." He said Europol was giving serious consideration to claims that there was some form of state-sponsorship involved, but said there was no hard evidence to date. Europol tracks Islamic fundamentalists, drawing on sensitive information provided by all EU states as well as tip-offs from allies such as Japan, Canada and Switzerland.

THE CIA''S AFGHAN ARABS

During the Cold War the CIA trained Saudis to fight as proxies against the Russians in Afghanistan. After the Cold War these same Arabs were funnelled into Chechnya to fight the Russians within their own borders. Bin Laden was part of the arab cadre trained by the CIA. In the 1990's  Bin Laden used a trackable and tappable satellite phone. The NSA knew his whereabouts and could eavesdrop on his conversations with the phone. So, American intelligence knew his intentions and they know he was not responsible for 911. 

THE EFFECTS OF AMERICA'S REGIME CHANGE POLICY IN RUSSIA

The American Ruling Class (ARC) has a policy of regime change in Russia and in the 1990's and 2000's fought a proxy war inside the borders of Russia in the hopes of Balkanizing Russia. The ARC's goal is to dismantle Russia the same way Yugoslavia and the Soviet Union were dismantled. The war was fought in the caucuses mainly in Chechnya. The Russians have not just looked the other way on this. The Russians have been fighting back. They have attacked inside the United States a number of times. WTC-93 bombing, OKC Bombing, and 911 were all Russian retaliation for American proxy attacks in their country. All of them used nuclear demolition devices. The Russian’s used cached nukes they put here during the Cold War or smuggled them into CONUS. These attacks were covered up by the government for political reasons.

During the Cold War both the Soviets and the Americans had programs to smuggle nuclear weapons into each other’s countries. The two books to read on the Soviet program are THE SWORD AND THE SHIELD: THE MITROKHIN ARCHIVE AND THE SECRET HISTORY OF THE KGB by Christopher Andrew and THROUGH THE EYES OF THE ENEMY by GRU defector Stanislav Lunev. Former CIA case officer, Philip Agee makes mention of the CIA program in his book CIA DIARY. The Soviet program took place sometime in the early to mid-1970’s. It was a response to the roll out of SDI that took place in the late 1960’s. The Russians have long bitterly opposed SDI and ABM systems. Cached nuclear weapons countered ABM and SDI making them useless. Miniature thermonuclear weapons can be as small as a coke can with a yield greater than the bombs dropped on Hiroshima. The Russian attacks inside CONUS in the 1990’s and 9-11 demonstrated the uselessness of these systems.

THE RUSSIAN ATTACKS INSIDE CONUS

In the WTC-93 bombing the whole presidential motorcade including the limousine was vaporized, two days before Clinton was to be riding in the limo to a speech he was to give at Rutgers. The Russians thereby demonstrated that they can assassinate the president whenever they want. In the succeeding years the Secret Service would at least double the armor on the presidential limo. The FBI never scientifically identified the bomb used in the WTC 95 bombing. This was admitted by Office of Inspector General in response to a complaint filed by Fred Whitehurst of the FBI crime lab. The FBI findings in the Oklahoma City Bombing were also fabricated according to the same OIG report.

The OKC bombing took place a few months after the CIA infiltrated Afghan-Arabs and billions of dollars of arms into Chechnya. In January of 1995 the CIA proxies handed the Russian Military an embarrassing defeat in Grozny destroying over 50 Russian tanks, in the battle for the Grozny train station. In April of 95 Russian generals were warning that they did not have control of their "tactical" nuclear weapons. America then gets hit at OKC on 19 April 1995. The Russian message was pretty clear. They showed us they can strike anywhere in the CONUS with nuclear weapons. 911 was retaliation for the CIA’s continued use of Chechen proxy attacks inside Russia and the torpedoing of the Kursk by the U.S.S. Memphis. The Kursk was hit by a Mark 48 torpedo at 10:28:23 on the morning of 12 August 2000.

The Russians struck twice to avenge the Kursk. They attacked the USS Cole on 12 October 2000 and they struck the Navy’s New Pentagon Command Center the morning of 911. 9-11 took place exactly a year to the date of the CIA’s bombings of Russian apartment buildings in Moscow. The necessary logistics of the 911 attacks show that it was not; nor could it have possibly been authored Bin Laden. The fact that the attack took out the Navy’s command center shows that to be the case. It is also notable that the North Tower goes down at 10:28 am. This is to the minute the time the Kursk was torpedoed. The attackers (Russians) also jammed Air Force One’s secure communications forcing the President to land in order to securely communicate with Washington D.C. again showing that it could not have possibly been Bin Laden.

Putin’s seemingly tepid support of Bush’s Iraq invasion was ultimately self-serving. The war in Iraq would raise the price of oil boosting Russian GDP. Putin also rubbed shit in Bush’s face during the St. Petersburg meeting, by calling attention to the lie that fifteen of the hijackers came from Saudi Arabia. Putin was pushing Bush in the direction of increasing the tensions between America and its vassals in Pakistan and Saudi Arabia. Both of them knew that Saudi Arabia was not responsible for the attacks of 9-11. Both of them knew that Russia had attacked America. Bush who had gone into his presidency promising a hardline on Russia was now saying publically how he had looked into Putin’s eyes and saw his soul. This was a 180 degree reversal in his rhetoric. Of course this did not stop Bush from ramping up a war in Chechnya, his support for terrorist attacks on Russian civilians or CIA sponsored assassination attempts on Putin, because it was all rhetorical.
